And what exactly has this godly DF done for Luffy? Absolutely nothing. Everything Luffy has accomplished with his DF is a direct result of his own imagination.

And where exactly was he being carried by this DF when he was clashing evenly with Kaido for an elongated period of time, using nothing but his haki?

His bounty should have exceeded 6 billions if he was a solid yonko
because he was never able to beat Young Shanks
because nobody cared for him during Marineford war and WBP didn't even bother talking about him as a threat, on the other hand they were making fun him
because marines estimated his power level to be worth only few fodder marine ships
because he has joined ship of clowns for protection
ClownHawk has lost all respect and so has Zoro and his dream

Before I had him below Blackbeard's last known one for sure (it might still be) but with the reveal of Cross Guilde, Mihawk atleast has resources now through an alliance/organisation.

Still probably around Blackbeard's last but I think there's the potential for being above it and being crazy high but then again, the hyping up of Buggy as leader by the media might not do Mihawk many favours.

If Mihawk doesn't have a comparable bounty ti Shanks then it Just shows that he is not his level.
Luffy despite having a crew, a fleet and other things his bounty isn't higher than Kidd and Law who don't have fleet or territories.
So don't find any excuse, Shanks's bounty isn't boosted by crew, territories or other things, if he has way higher bounty than Mihawk It Just means what It means.

Bounties are placed with the hope that someone will attack and collect the bounty. However what if a person is so unfathomably strong that the marines know it'd be suicide to throw anything less than 4 Admirals at him...

Rather than have their entire marine force be wiped from losing to him, they could protect their soldiers. This is especially valid as he is not technically a pirate, it would also provide more than enough reasoning for them to beg him to work with them.
He has a bounty, the moment he lost his title it became unfrozen and he became an outlaw.
