Also, they literally give 3.1 billion to Buggy for being stronger than Mihawk, and made Buggy Yonko, and Mihawk as Yonko commander. The award for being ''stronger'' than Mihawk = 3.1 billion + being a Yonko, this basically proves Mihawk is not Yonko level as its awarded with only 3.1 billion bounty, not even close to 4 billion. General perception is all Yonko > Yonko commanders, and the power that they mentioned is for Yonko Buggy being individually stronger than Yonko commander Mihawk.

Mihawk also has buggy and crocodile backing him. You are bullshiting if you believe that his bounty is only strength based. Being associated with buggy who is seen as his boss and croco in a direct marine hunting business has also inflated mihawk's bounty

This should actually lower Mihawk's bounty, as he's just a subordinate. Mihawk's bounty being above Buggy only tells us his individual power, and obviously Mihawk's bounty would be even greater if it weren't for Buggy's scheme being inflated. Mihawk would be a Yonko, leader of the Cross Guild and with a higher reward.

The government sees Mihawk above Buggy (a Yonko with "good curriculum") anyway
