It's not really an excuse. It's just an explanation
The reason why Buggy is an Emperor instead of Mihawk is because Emperors are leaders first and foremost. Buggy's good at working with other people and managing a crew while Mihawk's just kinda antisocial

I don't know why mihawk is under buggy if that's the case.

It really just tells you 2 shibuachki + a shibuachki crew + Croc other organzation or whatever= Yonko since kidd and law don't have yonko qualties.

The WG is freaking out from aokiji being a mere ally of BB, but nothing with mihawk.
