Thats my issue, I view The Yonko (OG and BB,Luffy) as relative. Very high extreme diff.

The bolded can be assumed the former no, its your wishful thinking. He doesnt want it because he wants a quiet life. That is all. So we can infer that he can become one if he wanted to. Anything else is headcanon.
