99% of the characters chasing after One Piece will fail and not achieve One Piece. Their entire purpose is to fail. WB, BM and Kaido all failed to obtain One Piece. Oda could have had another character inspire Luffy other than Shanks if wanted to. See I can do that too.

S-Hawk and Shiryu will be stepping stones to help Zoro prepare to face Mihawk. The same as all of his opponents. Including BM and Kaido. They will used to hype us Zoro's CoA haki, AP, and defensive power.

One Piece is a journey manga and the journey is the most important part. That's why One Piece is no longer a goal limited to just pirates. That lets us see other characters journey. Oda original story was story about a character's journey. Nothing has changed.
Mihawk is not chasing after One Piece because he doesn't need One Piece to exist. He already had his main journey, becoming the WSS. Mihawk traveled through world challenging stronger and stronger opponents until there was no more worthy challengers. Now he waits at the top for a worthy challenger (Zoro) to bring his journey to an end.
