Minato was considered a genius by both Jiraiya and Hiruzen. If he had no FTG he would definitely have the ability to master the use of Sage mode. We were literally told he didn’t have enough practice with it to begin with

Minato with FTG and Rasengan has the same reaction time with young and untrained not perfect Jinchuriki Base Bee as per canon and that Base Bee is pathetic in comparison to War Arc Base Bee.
