What this latest chapter has again shown us is that Bounty ≠ Strength or rather the title of Yonko does automatically mean that the one with the title is stronger than another with a lower bounty.

So even if Shanks’s bounty is greater than Mihawk, it does not necessarily mean that one is stronger than the other and vice versa.
