I'm not even questioning the abilities of Stephen, but the thing is translators don't give af about powerscaling. They don't necessarily translate everything 100% literally so people in forums can powerscale. They take liberties all the time.

We know viz can be really shit depending on translator. JJk was proof of that. And sometimes its also just straight up shit. Stephen paul had no business changing Nami’s “gaban overwhelmed luffy and zoro” (圧倒される) to “pushing luffy and zoro around”
