Yes his coc is better than shirahoshi and momo since they don't have it yet. Shirahoshi command the sea kings because she inherited that power, and momo has voat, he can hear zunisha and can talk to it. They are probably linked.
As far as we know voat and coc are not related. Kaido, big mom, shanks and whitebeard have shown a level of coc superior to anybody in the manga yet they wouldn't be able to command the sea kings or zunisha. It's very simple to understand that.
The concept of haki wasn't introduced yet so it doesn't matter how he did it. It would just be an assumption, but the logical answer would be via intimidation, which could be linked to his aura or his haki.

He will if he's gonna end up as Zoro's apprentice. Considering he's already been influenced by him in training his swordsmanship, high possibility he'll become the Shanks/Marco/Kaido equivelant of the Strawhats.
He should be like Shirahoshi or Vivi that show up once in a while
Momo is actually closer to Oden than you think, but not in fighting ability, but in leadership. Ever since Zou started, Momo's character began to develop gradually and slowly. Luffy influenced this development first, and then the giant elephant Zunisha, and then Zoro, and then the Udon prisoners.
He may have gotten only 1 of his swords, but let's not forget that he ate a dragon devil fruit, something made by Vegapunk - a genius - and not one of those idiotic SMILE creations from Caesar.. It will definitely come in handy as momo will develops his abilities more with this fruit and become stronger.
Other than that, it's very likely that Momo has CoC, like his father; his father may have awakened it some time in his childhood, and similarly, Momo might be able to awaken it in this arc. His VOAT also allowed him to command a fucking elephant.. something even Oden couldn't do.
Also, give it a break, he's only 8 y.o.. but even now, he has a desire to become stronger, and protect those loyal to him. This sort of conviction will allow Momo to become strong and surpass his father one day.
1. In Zou, Luffy taught momo that if he wants something done, he should do things himself, instead of waving around his entitlement expecting others to do things for him. (chapter 819)
2. In Zou, Zunisha begged momo to command him and fight the beast pirates. With the way momo reacted, Zunisha was probably the first thing Momo has ever commanded in his life (chapter 821)
3. Zoro taught momo the world "Sunnachi/Snatch".. a term meaning "throw away your name and your wits".. a way to strengthen the heart in the face of insurmountable odds.... in the fight against Kaido, momo will definitely and most likely use this, as a powerful display of leadership (ch 934).
4. The udon prisoners who bowed to momo and swore their allegiance to him allowed the latter to fully understand the responsibility he shoulders as the son of Oden and the heir to Wano.
Even back in Zou, momo wanted to stay with Zunisha and ask him what he knows of his ancestors - the Kozuki Clan - and him being able to know the history behind this clan, as well as their roles, would act as a guidance for momo on his role when he becomes Shogun and lead Wano rightfully....Even Oden - who wanted to open the borders of Wano Country - was also influenced by knowing the history of the world, and probably found out the same thing regarding his family's role... and I think by knowing the history of his ancestors, Momo could fulfil and accomplish what his father couldn't.

I'd rather Momo not be exactly like his father. Oden was a bit too free-spirited to run a kingdom. He was the kind of man that always needed adventure. Maybe that was fine back then when Wano was a prosperous kingdom, but now Wano needs good leadership to recover from Kaido's tyranny. Also Momo is only 8; he has plenty of room to grow.

He was warlord level in the east blue. Not inly that, but he Mid-Diffed Arlong in the manga, a pirate from the grandline.
