Baseless. We don't know what happened with Sabo. For all we know, he could just have been accused of Cobra's murder and Vivi's abduction which is why Dragon is shocked. There are lot of possibilities, you can't just go to 'he couldn't save Sabo' lol. If you think that the MC's father is weak then either you haven't read many shonen mangas or are just an idiot, lol.
People are crying because of the news towards Sabo. Is something pretty serious like he being killed or arrested and going to be executed. People wouldn't cry if he was just accused of murder or anything like that. Everybody is happy by Luffy being pirate with big reward.

Most of the common people look more shocked than sad. The only ones actually crying are the people that personally knew Sabo like Dadan and Makino which makes sense as they're basically parent figures to him and will obviously be surprised if he's convicted of murdering a famous King and abducting his daughter. Even in the anime, the civilians crying were from Alabasta which makes sense as they lost their King.
