The BBP are one of the final villains. Given how close we are to the EoS, I would assume they would have some presence in Elbaf.
This is where I can see Mosa coming into play.
Teach would surely have some interest in recruiting giants. I can see this being Mosa’s mission. He befriended Loki for this reason. I think he could have saved the Kid pirates as well, likewise recruiting them to the BBP.
Gaban knows where Shanks is at and he probably knows the location of the 4th road poneglyph. I think he’ll tell Luffy, Mosa will overhear and relay the info to Teach.
This will ultimately lead to a BBP vs RHP vs SH showdown on the next island, which is probably Lodestar.
Overall Teach needs to have some presence in Elbaf to lead to the confrontation between the Yonko, and I think Mosa makes the most logical sense as a BBP agent.
