My claim is that Loki is speaking to Enel here. The Den Den Mushi is huge, it will therefore have a huge range, allowing it perhaps to reach the Moon.
You might interject that Enel is not shaggy, but the snail is. It also could be that the fury stuff on it is always there, no matter who is using it. Loki's snail is in fact a Snow Den Den Mushi, which works in the cold.
Let us go through the clues. Mosa has lots of free time, just like Loki.
Enel obviously has free time. If space pirates aren't returning, there is no one to fight. He can explore ruins, try out the tech that was left, but not much else.
Only robots to talk to... He wanted to take humans with him. His priests failed him. The others from the death game didn't want to come with him. Must be boring, up there, alone.
He experienced true fear once.
Must be when he realized Luffy could hit him. One of the most memoriable One Piece panels.
Maybe that changed him. He is not as domineering in the conversation as he used to be.
They have never met, again, because Enel is on the Moon.

The Moon is the place for gods, maybe Mosa/Enel wants Loki to come up there.

Enel intended to aswell. He wanted to annihilate Skypiea, just as he annihilated Birka.
But after Luffy knocked him out, he abandoned the plan.
Mosa said he didn't want to kill them all, this might be a post hoc rationalization. Enel wasn't weaker than Luffy, he was simply acting as a mercifull kind god.
The payback comment hints at Luffy confronting Enel again. Strawhats going to the Moon?
