Ope Ope no mi works so well in law hands because he trained or studied to be a surgeon if I'm not wrong.
Mero Mero no mi works so well in Hancock's hands because she is pretty as hell.
Soul fruit works well with Big Mom because she has that aura. The only counter to it is not being scared of Big Mom. And who tf isn't scared of monstrosity like Linlin?
Nearly all of them are broken.

First- it halts your aging at whatever age you are when you eat the fruit, Sugar just happened to be a child when she ate it, imagine if she ate it in a prime adult body
Secondly- one touch and it turns you into a toy, that she can contract to do her bidding so it essentially makes you a slave
Thridly- Even if she says meh I don't feel like doing a contract, you're in all sense of the word completely erased from the memories of everyone who ever met you,
And it's a fruit that is OP in pretty much anyone's hands
Op op- its a bunch of flashy tricks but its not that op when you break it down
Love love- Hancocks beauty is what makes it so powerful, but in a ugly person's hands it wouldn't have nearly the same level of affects
Soul Soul- intimidation is the main factor of this fruit, if big mom can't intimidate you then she can't take your soul
