Oh, I can see how you can think that.
It’s just alluding to the fact that the speech bubbles position next to a character doesn’t really determine who is talking. That’s why even when some speech bubbles are next to a character, they still have the bubble pointed towards them.
If Oda wanted to make it look as if Zoro was asking that, he would have drawn the arrow pointed towards him but he didn’t. Even though in later panels when he wants to make it clear Zoro said something, he draws those exact arrows pointing towards him.
Also, originally TCB thought that Zoro was the one saying it, and the way they tried making the distinction was by giving the two texts different fonts. Once Viz came out, TCB changed it to the same font.
Anime will clarify it. But overall, I think this is so inconsequential that people won’t even remember this by the time the Anime gets to this point. It’s just people trying to one up one another each chapter with “who huffed more” or with “who was more blood lines” and “who did the most/least damage”.

Yeah, by then, the characters will have a lot more feats and anti-feats so I don't think this would even matter at that point.
Without arguing on who said what, I think it's different in CP9's case as Lucci was talking about their abilities and everything so it makes sense to show the members along with speaking about them. The Zoro-Kid thing is different.

- Hi guys , i like how people spammed Huff around and rediculed Zoro because of it but tbh i just read the chapter fastly because i was working but thanks @sidestreetboy who said something about the speech bubble which i have experiences with them with sanji fans around now let's talk about the topic :
- Firstly we have 2 speech bubbles one in the left beside Zoro and the other in the right beside Kid but did u see any arrow that points towards Zoro ? nah there is no arrow to indicate that he is the one who is talking but you know what the other bubble has an arrow that indicates that Kid is the one who is talking oh i know some stans will say some shit but the proofs are there in the spoiler below :

Oden talks in the panel he has 2 speech bubbles but only one has an arrow which points towards him oh in the panel of the roof top there is two speech bubbles but only one which has an arrow that indicates that Kid is the one talking also the way of talking is precisily Kid lmao because he is the one who talks about damage each time even his vice captain drew blood from him there is also that only Kid who was shown opening his mouth while Zoro is closing it which means he is the only in motion of talking .
- now let's talk about @Fujishiro huff and that little cloud beside Zoro that people to say that indicates that he is the one who is talking but after seeing the panel below what do you think ?
- Luffy is huffing and puffing in the speech bubble without a little cloud beside him and you know Drake without huffing and puffing in the speech bubble but he has a little cloud beside him which means he is panting or we should say both of them are panting so your proof of Zoro having a little cloud or Kid didn't have it beside him died with the panel above after showing you the proofs above it seems oda drew oda panting with that little cloud also Kid talking and huffing in the speech bubble without showing that little bubble beside him .

Guess Zoro made him huff too
It's Zoro. Aside the the speech bubble being right next to him. Whenever a character huffs, Oda draws the exhaled air next to their faces. As you can see Zoro is the one who's exhaling that ball of air. Now check the panels with Luffy and Killer as well as Zoro later on, where they all huff, you will find that they all have the ball of air coming out. That's a simple way of knowing who said what.

2- Secondly, huffing and buffing is overrated way to show analysis... sure Zoro huffed this chapter when he said "I agree" to Law... but huffing is no indication of how long someone will last... in fact, give the man few panels and you'll see a dialog of him without huffs... it's so overrated when used in arguments...
Like dude, Fujitora vs Luffy had Fujitora huffing and buffing... what does that mean? Dressrosa Luffy can solo Fujitora? LOL
