It could something related to CoC Luffy is still unable to have control over. I feel he certainly has consciously shown us all the results of his training, however possibly there's more that he can't unlock yet for some reason.

I'm trying to figure how come so many Roger "parallels" are on act. First his flashback in medias res, featuring him clashing his advanced haki with Whitebeard, now the coat reference.
