So I define it fanboyism ultimately.
How you define a true Hakiman? Are Enel priests Hakimans even though they only knew CoO? Do you need to be swordsman to be true Hakiman? Do you need CoC to be Hakiman? What level of Haki is required for Hakimanship? Etc

hakimen are characters who's main power comes from their haki
Luffy, Zoro, and Koby are all good examples of this. 90% of Luffy's hax is his advanced haki, same for zoro. In addition to having good haki these characters have good physical stats to back it up
the opposite of this would be characters like Kid, Law, and Big Mom who rely more on their DF abilities than their haki. Kid and Law both have DF awakening, a power Luffy doesn't have, but lack advanced haki.
