Hakiman is bullshit but at least it's funny. Pure swordsman however, there's no actual way to specify who's swordsman or not. If they use a sword properly then they're swordsman, if they can't then they're not swordsman, simple as that.

How good your haki is or not doesn't change if you're a swordsman or not

Its pretty much just how important your swordsmenship is to your overall fighting style. Also whether not you have a legit swordsman style/school
