We are missing 7 Saijo and there are very few characters left who are strong enough and respected by Oda to wield one.

Aside from Shanks, Xebec and Garling it is very likely that both of Shiki's swords are Saijo and then we are only missing one, which is likely Ray or Shamrock's.

It would be a twist if Kyo's Axe is a Saijo but i wouldn't bet on it.
