I think it probably will.
If we take the policeman's explanation on Noumu literally, then Oboro as a person should be dead. Kurogiri's personality was created by AFO and Ujiko.
I don't think there's going to be any asspulled redemption or illogical motives that will hamper Kurogiri the same way Obito was.

Kurogiri is a villain because he is somehow under AFO's control. At best, they'll figure out a way, maybe through the use of Eri, to turn Kurogiri back into Oboro.
