The weakest notable members of the Rocks pirates were still comparable to high level yonko commanders. Just look at Streusen, who saved the entire BMP even as a 90 year old man.

The weakest notable members of the CDs are even stronger. With HKs looking outright stronger than YCs.

When Luffy and Zoro are going to reach the pinnacle of the OP world, Usopp merely surpassing his own father is, relatively speaking, not that big of a deal.
