In Naruto there are ranks that are awarded according to skill level. However this may not be entirely accurate.
Genin level
Are the weakest Ninjas, but inside this rank could be people strong enough to be Chunin. Thats why "Chunin exams" exist.
The strongest in this Group could be Lee with weights or 2 Tomoe Sasuke.
Next is Chunin level, we do not have a minimum as such established, also because a certain intelligence is required to have said position. But we know that Sasuke had the level of a chunin according to Genma when he had Lee's speed without weights (besides the sharingan) and the chidori. So we'll use this as a base.
Sasuke: genma said it was chunin level
Gaara: A chunin admitted that he was inferior to Gaara and that no chunin could match him (this could be hyperbole as it speaks to his perspective)
Neji: Strongest Genin
Then there are those that are the top of this rank and by far. The 4 of the sound are so strong that Kabuto did not understand why Orochimaru sent the 4, Sasuke had no chance. They were FTE for Sasuke even in base. Sasuke couldn't even hurt Sakon and Sakon completely humiliated him by highlighting how weak he is.
Only by evolving the cursed brand could they be compared. Not only that, but they increase their level a lot with the level 1 mark, but with level 2 they raise 10 times that in statistics and chakra.
The strongest chunin would be: Sasuke 3 tomoes and level 2 mark, Naruto 1 tail and Kimimaro level 2 mark.
This is a rank between Chunin and Jonin. We do not have many feats of these beyond that 2 tokebetsu took the 4 of the sound to the limit. The impressive thing is not this, but the fact that they were exhausted and almost without chakra. Chakra is physical energy so his techniques and physical power were very limited. So a Tokebetsu can be several times higher than the 4 of the sound
We do not have such a clear difference. Only Baki(jonin) low diffing Hayate(tokebetsu)
Only the strongest of a village. Anbu is the highest rank a ninja can achieve. However there may be Jonins who are unwilling or unable to join due to their personality and ideals. Some elite jonin examples could be: kakashi, Asuma, Kurenai and Guy. Kakashi also bragged about his past as anbu and not his skills as a jonin
Kage are simply the strongest in their village, at least on average. There are levels between them of course, where the top of this ranking would be Hashirama.
