IMO, what makes Loki so dangerous is simple: he's had all the tools in the box his entire life.
Most One Piece Top Tiers have some combination of these:
1. Busted Genetics (IE Loki)
2. Strong from the Start (IE Linlin)
3. Strong Sensei (IE Shanks)
4. Lucky Powers (IE Luffy with the Nika Fruit)
5. Dangerous environment
Look at Luffy: he has all of these besides 2, as child Luffy was really weak.
Loki has ALL OF THIS.
-Ancient Oni Genetics + a mother with some magic stuff going on.
-Born as a natural powerhouse capable of killing monsters Gear 4 Luffy would have struggled with on Rusukaina, and climbing a mountain, when Drum Island Luffy struggled to do the same.
-Literally learned to fight from Harald, a King respected by Shanks and Shamrock. His idol was Rocks, who may literally be the most powerful pirate in modern history.
-CoC, along with some weird eye powers, possibly, as well as a Devil Fruit, possibly
-Raised in the Underworld by himself, then molded by fighting Giants, and then Pirates/Marines in the New World
Loki was so strong the only thing that could stop him was the Walking Plot Hax Shanks.

Loki stands alone in that his Nature is busted, and his Nurture has been living hell.
No wonder the dude told Gunko and Shamrock off when they were threatening his animal friends. Loki's seen way too much shit to fold over that.
