Monarchy becomes tyranny.
Aristocracy becomes an oligarchy.
Democracy becomes anarchy.

And once such a negative counterpart comes into existence the system will eventually change again.

I assume that line means one should try to not let democracy become such a bad counterpart so the system won’t change.

Yep, people always try to mass more power, that is in the nature of power. And doing so inevitably leads to corruption and inefficiency in any Government System.

Corrupt Nobles, Corrupt Royalty, Corrupt Representatives and Politicians. All are inevitable, and all can kill a state of there isn't enough push back from the People or other people in Power who wish to keep it
