(Passive) Machine Civilization - If you and your neighbor partner are voting on the same wagon, your combined voting power will count as 3 (effectively - you will each gain a +0.5 voting power).
Possible Polar and his neighbor didn't vote on the same wagon but I doubt he wouldn't try to bargain or ask his neighbor for assistance. Could also be someone who joined him on my wagon earlier.
