Neither are great but in Naruto's, it was less about destiny, because the Old Toad wasn't entirely correct. He acclaimed both Nagato and Naruto as "children of the prophecy", instead of an individual one. Together, that decision by Naruto to not seek revenge, is what altered the course of the Naruto world.
He would not have been capable of befriending Kurama, sure as Hell couldn't befriend the other Bijuu, wouldn't have been able to come back from the dead, if Naruto had gone dark that moment and killed Nagato.
For Naruto, it was more dependent on who he was as a person to make him a savior, the philosophy of his mentor instilled in him.
For Luffy, it comes down to being born at the right time (Roger said he was too early) and having the right fruit. Put Luffy in any other era and he isn't the savior, he's just Luffy.
