Powers & Abilities Ninjutsu and Devil Fruit

I have seen a lot of debate about whether or Not Raizo is a Devil Fruit user on another site. Some claiming he likely has the Scroll Scroll No Mi and citing how DF abilities get confused for Ninjutsu a lot of times in the series. And the fact that Shinobu treats her DF Abilities as A Part of Her Ninjutsu.

Which makes me wonder, are the Oniwabanshu for example mostly DF users? Looking at how they apparently have abilities like Illusions, Transformation, Paralysis, Suiton(like Tobirama), Float, even Summoning.

It's hard to believe that they have abilities like that without a Devil Fruit to be honest. Especially shit like Summoning or Transformation or Suiton.

Then you have Fuku's abilities being "Earlobe Clackers" which I wonder what the fuck is that.

Are guys like Raizo and the other Ninja's Devil Fruit users or are their abilities just something else like Goldenweek and Paulie's abilities?

One of them literally tanked a Giant slap from Robin in his base form without any major damage (since he can do transformation I will call that his base form). Another was called annoying to deal with By Zoro.

They ain't weak
