Yes,Oda wanted Luffy vs Kaido to be the Goku vs Freezer of One Piece. And Wano to be the Namek of One Piece. I dont know if it worked (about the arc) but surely Wano will be remembered as the most surreal arc of the manga. But not the best one.

I will remember Wano for the all the fake cliffhangers with "this is it" final clashes.
