I think it was Garp and Roger vs Xebec.
Maybe WB fought another Rocks member, not because he betrayed Xebec but maybe one of the Rocks member or some of them had a grudge against WB and take the chaos as an opportunity to settle a score against him?
And yea there were Rayleigh, Gaban, Rogers Crew and we can see some marines as well.

Reality and in depth reading : Roger crew teaming with Garp + Marines to take down his rival with most of the big shots on the rocks members aren't even close to their prime + always fighting among each other and can't fight cooperatively........
Every one can tell about Roger, he is just Luffy version of old era, he has the luck, plot armor, destiny driven etc.

Based on facts and evidence, you are correct they Roger and Garp didnt have enough manpower
Specially considering how weak/struggling Garp looked against 550M Chinjao 30 years ago
The pirates mentioned in Rocks werent prime but the same goes for RP and Garp, each on of those pirates could hold themselves against RP and Garp

Shiki did a 2v1 against Garp and Sengoku, destroying half Marineford
BM was natural disaster from beginning and had DF, and was over 30 and Streuen (the old guy, was always with her)
Kaido around 20 should've been at least around. YC 1-2, or scopper

WB is younger than both roger/garp, he could've been weaker at the time and not at his prime.
Meme was probably yc1+, and kaido somewhere in the commander range.
Plus their teamwork sucked, so a couple of them probably fled (kaido, shiki etc) when things starting going south.
So its actually not that far fetched to think roger + garp + roger pirates (prime ray, scopper) could win.

There has almost definitely been a betrayal of some kind in Rocks
And while Garp and Roger were the main figures, Rayleigh would have been there as well for certain. Scopper will have a decent enough level of strength. And the Marines could have had Sengoku, some Admirals, Kong.
Plus Kaido was a teenager
