Robin is from West, and we hardly hear much about it, so by process of elimination and characters from there, North seems to be the strongest.

As an aside note, if there's ever like movies or short stories set after the end of One Piece, the North Blue and/or the other routes of the Grand Line would be good areas for the Straw Hats to explore.
