Imo Oda should have given all the Numbers regular Zoans since it is bizarre that the BPs don’t have a single regular Zoan. Would have made them more threatening

Well Usopp unfortunately is likely not even a high diff for Page One, the weakest F6. If Number 6 is the strongest Number and can push P1 to mid diff, then he will still be a good fight for Usopp
