At the end of Chapter 904 Oda had put in these informative panels regarding two specific duos:

During chapter 904 there really was no connection between the 4 at all. But later as the Wano arc continued to pan out, we have a direct connection between the two. The 1st duo being part of the SWORD, the secret special forces of the Marines. The 2nd duo being part of the CP0, the SHIELD of the Celestial Dragons. In Wano, the captain of the SWORD was attacked by the CP0 members. So the build up of an eventual clash between the SWORD of the Marines vs SHIELD of the Celestial Dragons has kicked off in Wano.
Both Koby & Lucci in the supplementary materials have been highlighted for their Rokushiki & Haku growth. Furthermore, we know Lucci practices the "dark Justice", which is something Koby is very much against all the way from his experience with Axe-hand Morgan. What's even more interesting is the mentioning of "greatest weapon" when it comes to Lucci & Koby. For Koby being the "greatest weapon" for the marines down the line, and how Lucci was the "greatest weapon" for the Cp9 (and now he's in the Cp0..
The CP0 certainly has more to be expanded upon. Considering Dragon had mentioned that the organization had increased it power, acquiring more people, then it's clear to me that we'll be getting more of the CP0 have yet to be introduced. Especially when taking into account they were able to clash with Teach and were a sufficient enough threat to make him retreat. And just as likely we'll get more SWORD members as well.
