That's not what Mihawk said, more perilous is what he said. To be Wss you just have to be strong and defeat Mihawk, so purely strength related. To be PK, you need strength, strong crew, great navigator, territories, road poneglyphs (some through the strong Yonko and their crew while some being Nice and the people handing it to you (Zou), someone who can decrypt them and then getting to the final island which is indeed more perilous.
