Okay, so this explanation is the only one that works for Blackbeards bounty increase, but it wasn't shown that the WG picked up on the attack on WCI or germa escape stuff. They had stussy as a double agent on Big Moms tea parties, but she was gone at the moment. Also, no one really reacted or discussed Kuzans actions,nor did the Marines give him a bounty. I'm pretty sure the Marines wouldn't have known about Kuzan until Sword reported back to HQ, and then we will get a thing about it.

I don't buy it. When Croco and Mihawk joined with Buggy, we got a scene where Marine HQ all discuss it and decide what their bounties should be. You think that wouldn't happen with Kuzan publically working with Blackbeard? Most likely, they missed the Pudding incident, since the Marines don't really have a reason to worry about everything that happens on WCI, especially when Big Mom is gone. We will most likely get a reaction chapter from the Marines where they discuss Kuzan kidnapping Garp, and he gets a bounty reveal

Shanks and WB's bounties were kept a secret because Oda didn't want to reveal what the largest bounties were at the time, but now we know, so there's no real reason to not show Kuzans. Plus, does it make sense to not show/give Kuzan a bounty, but increase Blackbeards bounty because of him?
