Toon is speaking from an authorial perspective. In-universe Buggy is a clown, so everybody refers to him as the jester he is. But if he's revealed to be connected to the true royalty of the world, the crowns as it were, the purely-Japanese linguistic pun on his title could be Oda's wink at us that he'd alluded at Buggy's origin/future all along.
