General & Others Oda is promoting dictatorships

Why is it that Oda is promoting dictatorship in his story, instead of democracy?

Most of the story’s world leaders are Kings and they are portrayed as good guys. Governance shouldn’t be inherited but the people must have rights to rule themselves.

Luffy represents freedom and free will, but is allying with monarchies, how does that make sense?

The King's voted to abolish Warlords. Even the Fleet Admirals couldn't oppose. That's Democracy at the highest level

As for the inheritance part: Sure, but OP plays in a fictional pirating world.

There are kingdoms, there are democracies (Water 7 for example), there are oppressed countries etc.

Luffy frees the oppressed, he's not on a mission to change every nation's form of governance. He doesn't mind King's cause he sees no issue with it so long as they aren't awful but he steps in to free his friends from oppressors that bring chaos and suffering to these nations. Oda's not encouraging dictatorships simply because monarchies aren't demonised. Personally, I don't care for monarchies but it's a stretch saying Oda's promoting dictatorships.

Luffy is a pirate, not a political activist. As long as whoever is ruling the nation (regardless of the political system) isn't being a total dick then Luffy won't give two shits.

Besides, it would be exceedingly strange for an individual who has never read political theory and who lives entirely outside of any legal system, to be concerned about the system of governance of a nation.
