Yeah, but at the same time it's a good sign that Oda still has to find way to hold them back for the story to work lol. The closest we got to a unrestrained admiral was Aramaki in Wano, and basically the most wanked character in the serie (Shanks) had to intervene to make him leave (knowing that he was already about to face an alliance that took down 2 emperors by himself lol).

Like people assume for x reason there was some kind of drawn-out fight between Ryo and commander. When the goal of the RA has never been to defeat or even fight the Navy and it was no part of the objectives of their mission either. It was mostly chaotic hit and run tactics, and Morley happens to have a devil fruit ability that is perfect for situation like this. All we got in canon is Morley appearing from the ground and cutting a tree arm from a logia, which is a pre-ts robin level feat lol. Anything else is fanfiction territory.

But the downplay really gets funny when you realize the same people doing it put Gorosei and Imu as god tier that can eat 10 Akainu for breakfast despite failing to capture Sabo in a 6 vs 1 situation in their ever on-screen showing cause of a dying old man lol, oh the irony.
