Because he is a Chad and has feats and portrayal that put him on admiral level if not above
Wb with just sensing non prime Oden's power relises he is far beyond any of his commanders and tells them to stay back
Wb because of Oden outshines Roger pirates in the newspapers
Oden survives a named attack of Roger which is already a feat probably no high tier can hope for maybe except Marco
Oden who isn't in his prime fights prime Rayliegh for 3 days who should be around admiral level and we are assuming Gaban didn't help Rayliegh even though they wanted to tag team him in the begining
and then you have his feats against Kaido fighting base Kaido equally and overpowering Dragon kaido
He also shows endurance only rivald by Wb

Fujitora didn't even show any skills of a swordsman lmao xDD.
The only thing he did with his sword alone was blocking attacks from Luffy and to block attacks like that, a stick will be enough. A spear, a shield, etc etc, any kind of weapons or object in general actually.
So how is this fight supposed to be balanced against a rival in his tier with all his power? Yeah, he has his Hakis, his basic strength, his speed, durability, but he lacks the power. He can only defend for a time but can't counterattack, he can't clash directly against Oden, he can't deflect his attacks with his own power and even if he connects an attack, the power behind it would be lacking (unless we see for example Base Luffy hurting Kaido with advanced CoA), and anyway, even with that, Oden would still win.

Oden with his basic strength (Hakis, swordsmanship, basic stats, etc)= 100 points
Fujitora = devil fruit + his basic strength (Hakis, basic stats, etc) = 100 points
Fujitora without devil fruit << 100 points

Well he's gotta be competent swordsman with his Wanoesqe get up, him being modeled after Zatoichi, the blind swordsman, one of the most popular swordsmen in fiction and Oda even introducing Fuji as "blind swordsman of Navy".
I would say Fuji is swordsman on the same level as Dressrosa Zoro, though Zoro might have edge in CoA. Oden should probably low/mid diff here.
