General & Others Officially confirmed: Zoro is the vice captain

Not everyone who is "number one" in the ranking are necessarily the strongest, but it's a rare phenomenon and was more pronounced in the East Blue Saga. Mohji and Cabaji are confirmed equals. Jango is clearly weaker than the Meowban Brothers. Then, outside East Blue, we have Burgess as Blackbeard's number one but number two Shiryu is clearly his strongest.
I mean there is nothing surprising about this whatsoever. Anyone who doesn't have a hate boner for Zoro or doesn't read the manga upside down has accepted the fact that Zoro fills the role of the VC a long time ago.

Marco became the Captain of the WBPs after WB's death so he was the de facto VC. Zoro was called the VC in the Vivre Card, is the leader of the crew when Luffy is not around and he's portrayed as the complete equivalent of Rayleigh/Killer for Luffy. You will never hear Luffy or any other SH call Zoro the VC because that would betray the spirit of the group dynamics as well as Luffy's personal philosophy. So yes, Zoro isn't the VC in a formal sense but he is the "spiritual" VC, which I think should be enough for the readers to call him the crew's VC.
Most of the characters in this color spread are VCs but not all of them. Shiryu is clearly not BB's VC, it's either Laffitte or Burgess. King and Katakuri aren't VCs either unless we consider that Kaido and BM have each 3 VCs. Bepo's case is debatable but he was never clearly portrayed as Law's VC, and Sabo is simply not a pirate so he can't be called a VC. It's more a color spread about second strongest characters rather than VCs.
