Akainu was given a place in Sword, the faction of Marines more aligned with actual justice, than with politically justified orders, and he betrayed it out of a skewed personal sense of "justice at all costs", going as far as exterminating civilians at Ohara, and eventually becoming drunk enough on power as to want the highest position within the Marine.
Dragon was most likely the opposite. An Admiral or next in line to become one, who turned his back on the entire WG once he learned about what happened at Ohara and, further, back in the void century.
Akainu and Dragon parallel each other.
