I think its pretty obvious in the story that navy isn't the ultimate big bad anymore ,
its the world government especially celestial dragons who need to be taken down for the greater good

holy knights and gorosei are the Supreme power of world government but they are not its military power ( used for war ) as showcased in marineford

but even with that I think only gorosei and shamrock will be above admiral level in combat , depends on how strong other holy knights are supposed to be .
someone like gunko really doesn't give me toptier vibe but who knows .

Saturn got rocked by every fodder on the island while nobody but Luffy was allowed to touch Kizaru

Saturn can't even perceive Kizaru's movements whatsoever or even realize he moved (Luffy feeding incident)

Kizaru is the one who confronted Luffy 1v1 while the Gorosei had to team up on him or simply got rocked like fodder (Saturn vs Luffy when he returns in 1007)

Saturn was beaten by Imu. Until then he took zero damage from anyone and was the only person who could do enough damage to get topman to use his regen (when Luffy redirected his bomb spit with a baseball bat)
