Asia and Japan votes only matters because majority of the fanbase lives in those regions

The biggest region/continents for manga and anime are japan, NA and Europe. And as someone said, France is the 2nd biggest country in manga sales, etc. One Piece team specially hired french people and posts their informations in french also.

Now it doesn't mean Europe and NA will have more votes, just that Asia care more about the poll than rest of the world. Even 1% of voters from Asia represents around 30-40 millions of votes, that's a lot and even more than the population of some countries.
The hot character is not that useless after all. In January, luffy was leading Asia (even now) and Zoro the other regions and they are the 1st based on the results. February not gonna change anything. Luffy is gonna win this mainly because of Asia.
