It's nothing about them having the most votes, it's just some pictures of some characters.
Below Sanji's picture it says : "Zoro and Sanji are gaining in the popularity"
Below Luffy's picture it says : "As expected a royal road/red carpet! The Straw Hats crew are popular".

It's not a ranking or anything, they just took one character randomly when they were 1st and doing their marketing.

More seriously, the image in below is a ranking based on the hot character per day since 18th january.
Two things : characters who appeared the most in top 3 and about the score they just counted it as 1st : 3 points, 2nd : 2 points, and 3rd : 1 point. Not about the amount of votes again but just a preview of who are the most voted characters.
In this case, Yamato appeared less than Sanji but she was 1st lots of times that's why she is 3rd in total ranking here. But it's not how it works (1st, 2nd or 3rd it's just 1 vote = 1 point) and the one who has the most % of votes is ranked the 1st per hour.
