Kurobi sure did not have much in terms of gags, but Jabra also had that gag with the ugly girlfriend that dumped him and they were making fun of him about right ?

Queen is a modified human who uses tech, with connections to Germa. That ties in nicely both with Sanji's past, as well as his most recent dilema of using technology to become stronger himself

Kaku had more gags in his fight with Zoro then the fast paced fight which was Sanji vs Jabra.

I don't see how that ties in with anything. Queen's main theme is "The Plague", showing that a doctor is a better suited opponent for him. Then you have his 3 plotlines, Udon/Traitor/Ice Oni, all 3 of which Sanji isn't apart of. Your telling me Oda would give all that up for one ambigious emotionless line directed for the point of World Building lol. Alright then....
