Take an example of Roger who btw surpassed them but he needed a Crew + Oden + 4 Red Ponegliffs .
So your idea of surpassing Admirals having a great impact when Mihawk said that The Way to PK is difficult than surpassing me is wrong .
Surpassing admirals or Mihawk won't give u PK title like how PK Roger didn't get that while doing so .
Relying on the individuel strength is easier but there are other things that are very difficult to find like robin or oden .

the wss isnt the strongest person in totality and in terms of the amount of obstacles one would face chasing the wss and one would face trying to be the pk, you need to be stronger period.
having to deal with and surpassing the admirals , yonkos, and the WG on a much greater scale is far more treacherous than simply surpassing one of such figures which is mihawk. have a look at the kind of opponents luffy takes on and has to defeat, bb next likely , in comparison to zoro and its easy to realize the pk has to be stronger. its not just harder because he needs to find a group that can help him, the level of competition is on a different scale.
my argument is surpassing both admirals and yonkos definitively means you have surpassed mihawk ........
because mihawk is in their tier.
