Interesting detail.
The shockwave wasn't only seen through Onigashima, it ALSO pushed the clouds FAR AWAY. This is a feat only top tiers showed so far (for example, WB vs Shanks, Kaido vs Big Mom and Roger vs WB).

Luffy is undoubtedly a part of the top tiers now, even in base.

Zoro did the same thing even bigger when he stopped Hakai. And those aren't the clouds

I mean if two no haki punches from O’Lin can temporarily KO Queen....

That COC punch from a fully conscious Big Mom should be like 10 times stronger than the ones that hit Queen. Page One also should be physically weaker than Queen. AND SHE HIT HIM IN THE THROAT.

overall I have real problems with this chapter

Just accept that Oda doesn't take feats as seriously as the Fandom does

Powerscaling isn’t consistent and I definitely believe that

One Piece was never consistent in this regard, characters are always as strong as Oda want them to be.
So all the powerscaling stuff is just a game for us readers to have fun, it can't be taken seriously, it's not science.
