seeing both of their past means nothing. we are just seeing from sanjis fight and jinbeis in the same chapter. it doesnt make the 2 equal. whose who was a cp9 member 12 years ago and compares himself to lucci... lucci was still said to be the strongest cp9 member ever in enies lobby. so lets say whose who was pre ts lucci level 12 years ago. fair. since then he has been roting in prison for 10 years and didn't and probably didn't grow in strength to any large degree in that time, so if he grew in the 12 years since then it would probably mostly be in the last 2 years... anyway, who's who is high flying6 level, he is weaker than jack, who is weaker than queen. it is what it is until anything else is stated or shown. being in the same chapter and having their past revealed means jackshit.

Well I doubt its that easy... Luffy pre ts was simply meant to be able to take down YC level characters. Ofc with the introduction of Haki looking at the pre ts Antagonists they may look pretty weak, but technically for those times they were meant to be YC level. Crocodile proved at Marineford that he's at least YC3, if not YC2 or higher. Lucci was probably also YC3 - remember that Oda confirmed in Data Vivre Card that Lucci had Haki pre ts already, he simply didnt show it cause the concept wasnt properly fleshed out at that time.
To sum it up, if an author introduces and improves a new ability who almost everyone has mid story, comparing powerlevels of the characters of the early story directly to the mid and late story characters becomes massively inconsistent. I'm pretty sure that if pre ts Lucci appeared rn in the story, also showing his Haki and stuff, he would give Jinbei an equal fight as well. Just like Croc suddenly overwhelmingly performed at Marineford while being portrayed as one of the strongest after the Top Tiers there.
