Shanks has better portrayal than him in regards to CoC. But mihawk can be stronger simply on account of him having 2 arms and a black blade.

Not necessarily, it's just we don't know much about Mihawk's powers yet sadly. I hope the black blade is not prominently a CoA feat but if that was the case you would probably be right.
