I get the point of the subplot. Sanji was already unsure about the suit because he wanted to be strong for Luffy. However, seeing the worst case scenario in front of his eyes was what he needed to make his decision.

Like luffy defeated Katakuri in 13 punches, Sanji will defeat Queen in 13 kicks ?

Luffy need like 13-16hits, pretty sure with the attacks of Marco(offscreen probably more),Chopper and Sanji, we get around 25-30hits so far against Queen, imagine if he still stand up next chapter, would be a hype moment and also would mean that we also could expect more for King vs Zoro.

I think not all characters emit it.

Going by Science if a fire is big enough, it will form a fire storm cloud producing Lightning. Although the feat is very fast and Oda may wanted to put emphasis on it the lightning was arguably generated thanks to his fire cloud.
