It's the king of the Vodka Kingdom who sells Kaidou to the Navy for a certain reason (although I can't tell yet, it's clearly stated in the chapter). In fact we see Kaidou in the throne room in chains and being taken away by several Marines. But he then he escapes from them.

People also forget the longest flashback for a villain was mainly carried by a Psuedo Straw Hat lol. If it wasn’t for Law Doffy would’ve had half a chapter dedicated for his flashback

Doffy's past (with his parents and Rosinante) in itself was maybe 10-15 pages at most. He had lot of presence in Law flashback because he was the arc villain.
Longest flashback a villain had was Big Mom, around 2 chapters I think

Kaido’s depressive episodes were due to him not being Joyboy and no one coming to wano to fight equally against him to prove themselves as the real joyboy

since Luffy has done that he’s actually helped Kaido get through his trauma, granted I still don’t expect Kaido to live after wano but this chapter does give context for the suicide stuff in a way.
