I'm going to guess that the Gorosei are desperate to keep the three powers in balance somehow, so they decided to name Buggy an Emperor because of the business and system he already has in place, which undoubtedly gives him a good amount of influence in the New World (certainly more than Kid or Law by far).

Kidd hasn't even shown a feat to place him on the same tier as katakuri or king. The only person who has between the two is Law. Which means none of them shown the power to 1v1 a yonko
